The East Oakland Beautification Council (EOBC) was established in January 2014 by volunteers of East Oakland who reached out to City Officials, County Representatives, Alameda District Attorney’s Office, U.S. Attorney’s Office, Federal Bureau of Investigation, Businesses in East Oakland, and other interested parties that collectively desire to end illegal dumping and graffiti in the City of Oakland.  On May 14, 2014, the EOBC launched its first “Operation Clean Sweep,” an ambitious clean up project that brought together Oakland Public Works, BART, Union Pacific, Private Stakeholders and Volunteers to clean a 2.25 mile stretch along San Leandro Street, from the border of San Leandro to 69th Avenue.  The EOBC kept this area graffiti-free for nine months until February 14, 2015 when it closed its first pilot to do the case study.  The study showed that the method and strategy developed by the EOBC was 95% effective in keeping the area free from graffiti.  It was also learned that illegal dumping decreases by 75% when graffiti is removed.

Over 20,000 illegal dumping cases were reported to Oakland Public Works in 2013. One of the goals of the EOBC is to cut illegal dumping in half within the “footprint” by the year-end, beautifying the City of Oakland. With the collective efforts of the EOBC, this is occurring now and will continue until this goal is realized. Since its inception, the EOBC has successfully implemented clean-up programs and has identified four specific locations or “adopted spots”. East Oakland Beautification Council (EOBC) is impacting illegal dumping in a positive way with amnesty Trash Collection projects that have resulted in successful mass clean-up efforts in Districts 5, 6, and 7; creating a “footprint” for other Cities undergoing the same challenge.

Erase & Buff is the process that was developed to capture, catalog and analyze evidence for use by Public Agencies, the City of Oakland, Public Works, the Oakland Police Department, Alameda County District Attorney, Union Pacific Railroad, BART, and other municipalities and agencies that are victimized by graffiti vandals.
